Just last year, Westrum Development Co. was selling townhouses in Philadelphia for an average of $350,000 but that price is far from what the developer is getting today. To entice buyers to the last seven unsold townhouses, Westrum decided to hold an auction. Prospective homebuyers could start with a minimum bid of $150,000. The previous asking price: $412,205.

Hospitals, Cigna part ways
